Adds a double provided via the converter parameter to the value.

Syntax

Values and parameters provided to this converter must be IConvertible. If the converter parameter is not IConvertible 0 will be used. If the value to convert is not IConvertible a InvalidCastException will be thrown.
The converter can convert back.
